The Study was conducted in three stages. In the first stage, the study team made the definition and the classification of the secondary road network and the identification of its characteristics. In the second stage, the final proposals were formulated and the feasibility of their implementation was investigated. In the final stage, the provisional proposals were shaped regarding the required studies till the construction and also the cost for the proposed projects was calculated.
